CALL FOR EXPRESSION OF INTEREST (EOI)

The Ministry of Environment and Tourism (MET) and the Ministry of Regional Local Government Housing and Rural Development (MRLGHRD) through their Namibian Coast Conservation and Management Project (NACOMA – http://www.nacoma.org.na) is inviting eligible consulting firms or consortiums to indicate their interest in providing the following consulting services:

Developing and presenting an introductory course on the overall management and implementation of Namibian Islands Marine Protected Area (NIMPA):

Background
NACOMA is a five year project launched in March 2006 (2006 – 2011) funded by the World Bank as an implementing agency for the Global Environmental Facility (GEF). NACOMA aims to enhance coastal and marine biodiversity conservation through the mainstreaming of biodiversity conservation and sustainable use into coastal policy, legislative framework, and institutional and technical capacity. The NACOMA project supports the management planning of coastal biodiversity hotspots, more specifically the declaration of southern offshore islands as Marine Protected Areas (MPAs) and the development of generic management plans. The MPA training is aimed at building capacity for the management of MPAs in Namibia as it is designed to support staff operating within NIMPA to enhance their understanding of such management, develop practical operational plans for their MPAs and enhance collaboration between Ministries, stakeholders, agencies and individuals.

Specific tasks
The consultant is expected to compile training material to the Namibian MPA context and present the MPA introductory course at a level appropriate for operational/technical and management staff in targeted stakeholder institutions. Detailed Terms of Reference (ToR) and other information regarding these consultancy services will be forwarded only to those firms shortlisted to perform these tasks.

Profile of the consultant(s)
The consultant should have five or more years of relevant experience in marine protected  areas and post graduate education in one or more of the following disciplines: institutional and human resources development, training and capacity development, environment sciences, social sciences and/or communications.
Firms and consultant consortiums will be selected on a basis of consultants’ qualifications and in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.

Duration and Reporting
The task should take 20 working days and should be completed by 31st May 2010. The Consultant will report to the Project Coordinator and s/he will have to work closely with the Senior Technical Advisor supported by  the Monitoring and Technical Specialist of NACOMA. The Consultant shall provide a full report after the completion of the short course detailing successes/challenges/opportunities and lessons learned in accordance to the NACOMA Training and Capacity Building (TCB) monitoring and evaluation framework.

Submissions
Interested Firms must submit information indicating that they are qualified to perform these services (e.g. firm portfolios and consultant CVs; description of similar assignments). No technical or financial proposals are required at this stage.
Three (3) hard copies of the Expression of Interest (EoI) must be posted or delivered  titled MPA Introductory Course to the Project Procurement and Accounting Officer to the below-mentioned address  by 16th  of February 2010 before 17H00. EoIs sent by email will only be accepted if accompanied by hard copies and facsimile EOIs are ineligible.
